“House of Origin” Cutoff Halfway Point

The first major cutoff for most bills passed on March 8th. Senate Bills were supposed to be passed by the full Senate and House Bills were supposed to be passed by the full House. There are exceptions of course and any bills deemed “Necessary to Implement the Budget” (NTIB) are exempt from cutoff. Although some bills are technically dead, anything can be brought back to life as long as the Session is underway.

What We Know at This Point

HB 1764 – Eliminating Arbitrary 1% property tax limit
Didn’t pass but hope to have it included in the House Budget Proposal.

SHB 2006 – Allows flexibility for Local Government Revenue
Passed House 87 – 10 and was referred to the Senate Local Government Committee.

ESHB 1432 – Supporting Local Health District Services
Passed House 86 – 12 and was referred to Senate Health Care Committee.

HB 1560 – Changing Default to Plan 2 from Plan 3
Passed House 91 – 7 and was referred to Senate Ways and Means Committee.

SB 5116 – Allowing 1st Class Cities Pension Funds to be managed by The State Investment Board. Failed to be brought to a floor vote in Senate.

SSB 5207 – Exempting GPS Data that would reveal home addressing of Public Employees. Passed Senate 46 – 0. Referred to House State Government Committee.

ESHB 1594 / EHB 1595 – Improving Public Records Administration and Cost.
Passed House 79 – 18 and 75 – 22 and were referred to Senate State Government Committee.

SSB 5545 – Requiring All Bargaining Sessions be done in Public Meetings. Failed to be brought to a floor vote in Senate.

SB 5551 – Requires Unions to recertify every 4 years. Failed to be brought to a floor vote in Senate.
